Instead of meaning eternal punishment as you suggest in the context of where souls will be when they die before the coming of the messiah jewish people believe it means they will wait in their grave . so sheol means grave.

In Judaism, if you are a non-Jew you have to follow the 7 Laws of Noah to enter Olam Haba (The World to Come) or become a practicing Jew or either wise you are cast out forever into eternal torment. I have gone to some Jewish sources and they do teach that there are certain people who are punished for eternity.

All you need is to be well researched in the beliefs and practices of a particular religious faith to be able to give a description of it.
